I played the scenario in Story mode first, than twice in Scenarios (with 2 profiles). The only thing I never did was deleting my save, but of course I’m not doing that. The only other explanation for it is that the achievement unlocks under a different name/scenario. Weird bug though.
This achievement does not unlock for me. Tagging for future reference; i have both Thomas dlc installed and played the scenario twice.
This is still an issue, however someone has found a method to unlock this achievement when using a different DLC pack. Unlocking the achievement "ZGN: Gouda Job!" from the "Spoorlijn Zwolle - Groningen" DLC pack seems to be triggering the unlock of "TWS: Devious Driver".
