Just my own opinion here, I own both and they are both good. If I was offered a choice between keeping one and not being able to play one ever again. I'd pick the CLv4 (military cargo) pack. The DL pack is a replacement 24hour timetable and if you have TVL, NTP and BR heavy freight it can turn the GWE into an (almost) BR era routes with some good layers. (Classes 08, 101, 31/1, 40, 45, 47/4, 52) The CLv4 has less 'by the numbers' services but does offer you a new flat wagon and a good chunk of >90min runs on Shap in the 47 and some 'same old' runs on GWE
DLoGW is a separate timetable. Just be aware that you cannot obtain any medals higher than bronze on this pack as the scoring is all messed up.
Don't worry the OP has stated in another thread that they don't play for medals, but amazingly start a fair few threads about not being able to achieve gold or platinum on a bunch of services lol......

" Despite the name and nature of this Add-On, no weapons or conflicts are represented or referenced in-game." - DTG If this is OK with you and you have the GWR route, then maybe CL4 is a good buy with the 47 at the head-end. You'll also get the flats ( loaded and not ) and a long stretch on Shap. Personally, I like the DLoGW for the variety of rolling stock and locos, especially the 101 and 52. Neither integrates into the original timetable, for obvious reasons in the DLoGW, but incomprehensibly for WCMLoS.
As has been stated, It has it's own timetable but there's no alteration to the route so it's still in its 2015 look. That isn't a deal breaker for me as I'm happy thrashing a Western down the mainline or driving 101s on a stopping service. There's also 31s on semi fasts and plenty of Light loco movements. If you're choosing between this and Cargo Line 4, I'd choose this.
I enjoyed Dlog, not really any other route you can get the old claggers up to 100mph outside of free roam
When there were those fantastic mods which removed the OLE and made everything look as it did in the 1970s, I used to play Diesel Legends a lot. However, those mods weren’t updated beyond (I think) TSW3, and I haven’t played it since. It’s a shame the mods weren’t updated, but understandable. They’d been updated several times for new TSW versions and I can imagine for the modders repeatedly making all the changes required just became exhausting.
In a way, I agree with you, but DTG should have made it without OHLE, as it is set in that era, the thing is, it seems like "well, the modding community will take care of it." No need for us to do it! Or is it just that they did not want to make two different maps for the same route? And that is why there still is OHLE?
I think the main reasoning was that at the time there wasn't really any routes where old BR stock could be worked hard and players were creating some decent activities on GWE using content creators club. So DTG decided to create a DLC but with a reskinned 52 and it came with locos that were only available on other DLCs so players could drive them without having to purchase others.
