Xbox 86/2 Mistake Or Misspeak?

On the Microsoft store in the details on this engine it says take this engine to free roam and on any route and put it though it's paces.How can this work on routes without overhead power and the correct voltage.Is this info correct or a mistake?

You can use it on non OHLE routes via scenario planner 'off the rails' mode

 

Guess someone doesn't know the difference between free roam and off the rails mode(senario planner).
