This will be a massive upgrade for the MTA Metro-North Railroad for Train Simulator Classic and Train Sim World if they make this. The SC-42DMs is the most modern and latest dual mode locomotives ever built by Siemens. These locomotives will be replacing the aging GE P32AC-DM on both Metro-North and Amtrak. I would love to drive these Siemens Charger SC-42DM with Shoreliners on Train Simulator Classic and Train Sim World.

    No problem :)
Fair / private use is allowed, most usually they require referencing the source.
The main point of copyright is revenue.

I wonder about potential uses of the Charger. There are examples when a newer loco was released for an older route (such as the 68 for Edinburgh-Glasgow or the GE AC44 for Canadian Mountain Passes) but having the NY area covered a decade ago might be one of the reasons it's not really implemented. (Same about Floria-(Horseshoe)-Chicago-Marias-Donner-Soldier-Surfliner options.)

The most likely scenario - aside from TSW or another simulator - is a 3rd party creating a base loco and then a bunch of liveries.
One of the questions is, how much effort they want to put into it. Old creators have cut corners with just creating one or two cabs and then selling 10-20 liveries with it. Over time people started complaining about differences, sometimes nuances. For example, the Miami-WPB P42 is supposedly a P32 clone (which may be intentional to make it work on the NEC, never tried, just preserving the option) with 3rd rail shoes. Same about the elderly Dash 9 pack. Point being, the efficient way would be a core loco (with a Venture set) and a livery/scenario pack (or a few) but it may not suffice, especially in cab signal territory (unless the Midwest ones have those, too).

Where to use it might be a funny question, being a Charger it would make most sense on the Surfliner & Miami first.

Siemens, Amtrak and Metro-North are well covered so I guess licensing shouldn't be an issue.
