I don't have one particular railroad in mind for this suggestion, because ultimately I would like to see a lot of railroads included someday. If DTG would be willing to look into this era of US railroading, we could get a very nice mix of engines and liveries. High hoods, early GP and SD series diesels, yard switchers, E units for passenger operation, more variants of the existing GP38, SD40, and F7s. There were dozens of railroads operating out of the Chicago area, it would practically be a gold mine of possible routes. I would especially love to see some trains from the Burlington Route, Milwaukee Road, Pennsylvania, NYC, B&O, C&O, Chessie System (admittedly I don't think those last two went into Chicago, but their liveries are too cool to omit them), and perhaps even some early Amtrak "rainbows" and Phase I/II designs. If they can get the licensing for some more historic railroads, it could also help address a small thing that bugs me, that on most trains, all the rolling stock is from the same railroad.

Good shout. I would particularly like to see some old Alco’s in the game. Even something like a Budd Railcar would be a bit different.

Sadly, at least for now, DTG seem to have lost their mojo where it comes to North American stuff.

    Santa Fe on Cajon Pass in the 60s-70s could be fantastic with SD24s, GP30s, GP35s, U25Bs, U30Cs, U30Bs, Alco RSD-15 "Alligators," GP7s or GP9s, GP20s, Baldwin VO1000s, F45s, FP45s, SD40s, SD45s, SD40-2s, SD45-2s, etc. I'd also love to see UP Gas Turbines (all versions), GP30s, DD35s/As, GP35s, DDA40Xs, SD45s, SD40s, SD40-2s, U-Boats, etc. on Sherman Hill.
Chicago-area routes would be great. I'd love the CB&Q Racetrack and Milwaukee Road Milwaukee-Chicago lines. B&O/Chessie would be awesome on Sand Patch Grade. PRR on HSC or NEC (w/ GG1s and E44s) would be great to see. We also need Conrail on the NEC or HSC routes.
As for early Amtrak: P30CH "Pooches," F40PH "Screamers," and SDP40Fs needed, along with electrics: E60Cs, AEM-7 "Toasters," GG1s and E44s.

That's a mighty ambitious list of locos there. Gotta be honest it looks pretty much like my wishlist, minus the U-boats, not really a concern of mine. Anyway I put together a list of different engines I would like to see in TSW, along with what railroads. 60s 70s era diesels include the EMD E8, F7/9, FL9, F45, FP45, and NW2/SW1200 yard switchers.

One thing we don't have in the game are Fairbanks-Morse diesels. I would love to see a "Trainmaster" engine in the game, plus some of the smaller road/yard switchers, could make for a nice little route.

Definitely second the AEM-7 and GG-1 engines, and I'll raise Milwaukee Road's "Little Joe." I also wrote down GE's EL-C, EF-1, EP-2, T-3, and Y-1, none of which I even really remember what they were, but here there they are.

As for liveries (not counting those already in the game), I wrote down the first four phases of Amtrak (my unpopular opinion of the day is I like Amtrak Phase IV), ATSF (all variations of bluebonnet), B&O, Burlington Northern, Chessie System, C&O, CBQ, CNJ, CNW, Conrail (Quality), Denver & Rio Grande, Erie, Erie- Lackawanna, Milwaukee Road, Missouri Pacific, NYC, Southern Pacific, and Wabash. This is a non-exhaustive list but it's a very good start. I chose the include the lines from the UP heritage pack as they are not quite the same as when those lines were actually in operations. Here's hoping that the NS and UP heritage packs give them the license to use those lines in future DLC.

Is there perhaps a third-party dev who would be interested in taking up something like this? I know there are a few of them, but I don't know their names or specialties.

Only one would be High Iron Simulations, but their 1st dlc was terrible, and their only route in development is a short route only featuring a SP GP35.

A perfect route for 1960s-70s: SP Peninsula Corridor: San Francisco-San Jose (maybe w/ extension to Gilroy). Include SP FM H-24-66 Trainmaster (in both Black Widow and Bloody Nose liveries), SP Alco RS-32, SP Alco S4, and SP EMD GP9 Torpedo (also in both liveries; include the Rainbow livery unit too). DLCs: SP EMD SDP45 and SD9E. Commuter passenger cars (both single and bi-level versions), cabooses, and a selection of freight equipment (including PFE reefers, sugar beet cars, hoppers, boxcars, piggyback flatcars, tank cars, etc.

While I think it'd be cool to have the TSC Springfield and Boston routes ported over, I'm not sure it would ever happen

At the risk of posting too many posts in my own thread (or maybe nobody really cares about that, only recently did I become more active here), but something else that would be great to see from this era, the caboose! All kinds, regular, bay window, EVC, I have an old HO caboose that actually has a bay window and a cupula. Bet that didn't happen very often.
