I see this gap has not been addressed yet. There're only around ~400 timetable services available on Stuttgart - Heilbronn.
You have to admit: Deleting an existing route (Ludwigsbahn) to get the full service count (779) is not really a serious workaround.

When will this be fixed (if at all)?

 

It was mentioned in the road map stream the be 425 from Frankfurt s bahn is getting put into the pack to remove the need of Frankfurt s bahn and a wagon is being put in the core I believe to remove the need of RSN. The changes might be in testing
