Yep, these couple/uncouple objective sometimes just won't complete. At least, not for as long as my patience lasts. After 10 seconds I give up and decide it's bugged.
I hate those “Wait for a moment…” or “Wait until…” instructions a PITA, as the moment turns into at least a couple of minutes and the until to something even longer. Sometimes they can take a minute or longer to clear. Still, nowhere near as bad as the “Wait Until…” on ECML’s Class 66 services, where the game makes you sit and wait almost a full hour at the stop mark before it clears the final objective.
Has that never been fixed? Might be worth flagging again in the Feedback thread. If it’s runs included in Journey Mode, effectively means you can never finish it. Guess the other option is just to piddle along at 30 or 40 MPH for most of the run and read your book!
With some passenger services, at the end of the service and after closing the doors, also nothing happens. The game waits for the end of the timetable, so if you arrive early you have to wait with no indication why. I had this multiple times on SKA (I think with New journeys timetable), S-bahn Zentralzchweiz and I believe also on Salzburg - Rosenheim.
