I own the Flying Scotsman add on and several other routes I believe it has timetable layers for, namely the West Somerset Railway and several of the WCML sections. However, it only shows up on the timetable for WSR, none of the others. Are additional add ons needed for Scotsman to show up on those routes? I don't own ECML, for example.

Flying Scotsman is an add-on for ECML, I'm afraid you still need this route for the Flying Scotsman to layer on other routes.

Don't ask me why DTG does it still this way, it's the same with other loco add-ons.

WSR is an exception in this case, most likely because it got a new steam timetable after release where the Flying Scotsman add-on directly fits in.

Also be aware, Series S can have a reduced timetable, with no or less layers, but I think this is mostly the case for German routes. You can look it up in this spreadsheet: https://docs.google.com/spreadsheets/d/1fVexHITBCNJnjrDROezcr-2TI4EKI8KnSrIwpFHQ2AE/edit?gid=0#gid=0

You shouldn't do for Flying Scotsman because it's a tsw4 loco. They changed that with tsw 3

Well that's rather annoying, I assumed owning a locomotive would be enough for that locomotive to appear where it's timetabled. Wish I'd known this when ECML was on sale for £7 two weeks ago... Thanks for the information though!

They said they did, but there are multiple cases (if not almost all) where you still need the route to be installed to get layers on other routes. It looks like you can you use a loco in scenario planner and free roam without the route installed, but layers seems to depend on the route. There are exceptions, like the original BR101 and between Flying Scotsman and WSR also seems to be a direct connection. DTG is not really clear about what should work and not, also the store page is not very clear. There is only a recommandation to own a route, before TSW3 it was need to own route ....

Wait I didn't have to buy HRR...?

All I know is I can see and use Flixtrain Vectron, Dispolok 182 and Class 700 just fine without their routes installed. (I don't even own the routes for the first two)

For the expert BR101 they made the original BR101 standalone, no HRR needed. Dispolok is a substitution I guess, I don't know about the Flixtrain, is this the layer for SKA?

It’s more complicated than that I’m afraid. In some cases the Flying Scotsman is only substituting for the Jubilee from Spirit of Steam so you need Spirit of Steam to get the Flying Scotsman to appear. The actual timetable layer uses the Jubilee and its coaches, and the loco swaps out with substitution. That’s the case on Preston-Carlisle.

On other routes the steam services may have a diesel loco on the other end. It could be that is the reason ECML is required on most routes the Flying Scotsman appears as it could be the Class 66 from ECML on the rear of the consist. In the add-on database from DTG support, ECML is down as a requirement for FS services on most routes it appears on, so either the coaches themselves or the support loco will be the reason, as you don’t need the route if it’s just the loco.

ECML also has the most services and scenarios for it.

Ah okay, that makes sense. I wasn't prepared to get my head around the layers upon layers upon substitutes!

To be honest I thought I vaguely remembered reading that they made the old 101 not need the route, but I couldn't find the information again so I figured I may be misremembering.

Flixtrain I bought in the sale for SKA, yes, as it has a handful of services (it's only one full run each direction though, most are just moves from the station to the depot area, which I didn't quite realise at the time).
Dispolok is just a substitution on a bunch of routes
