Personally I can’t compare both of them as they’re very different from each other and unique. If you asked about choosing between the BR 185 and 182 then yeah
I agree with this. Not sure how familiar you are with American trains but it‘s a bit like comparing a SW1000 and a GP38. One is a pure switcher/shunter (Br 363) and the other is a branchline jack of all trades (Br 204). I personally enjoy the Br 363 more but I‘m biased because I long for any and all old DB engines (whereas the Br 204 is a ex DR engine in case you‘re unfamiliar with the topic). From a purely economic view (value for money) I think the Br 204 has the better scenarios (or at least one better scenario) whereas the Br 363 has the better services. That‘s just my opinion though. It depends on what you‘re looking for in scenarios and services. From a driving point of view I prefer the Br 363 too. It has very unique controls and handels quite well once you familiarised yourself with it. But I am biased (see above). Overall I prefer the Br 363 but they are not really comparable. For that you‘d want Br 212 vs Br 204 or Br 363 vs Br 345. Edit: Forgot a bracket.
