I currently run the game at a resolution of 3840x2160 on my 4K monitor. Is it correct for the setting screen percentage set to 100% in the graphics settings ?

I run at 3440*1440 and set the screen percentage to 120% because the AA looks awefull with lower percentage. Especially the overhead wires.
If you have the power and good fps set the screen percentage as high as possible.

100% screen percentage at that resolution will render the game in 4k

Ditto but at 130%, love my 3440*1440
@HybridAlian if you have the power try scaling up, it still renders on screen at your set resolution but end result looks sharper.

Ok I'll see if boosting it a bit will be ok as it's smooth at 100% but at max the fps is awful

That's because if you play at 4k and set the screen percentage to 200% the GPU has to render it in 8k!! That's to much for actual GPUs even for gtx1080ti.
