When running passenger services with the Class 52 from scenario planner on GWE, there is no loading tasks at intermediate and terminus stations. Upon stopping, for example at Slough, the marker tells you to immediately depart for the next station without loading/unloading.
Maybe you have chosen a freight path? For example, if you put a passenger service on Sand Patch, TSW behave the same way as you described.
