Watching southeastern high speed streams, i feel its quite disconcerting that the issue of lots of assets not spawning or fully loading until they're in the drivers view, doesn't seem to be everyone's overriding issue with it. I'd had thought it would be one of the first things you would make sure you get right before polishing a route and releasing it surely?
It's a problem with all the routes. Shadows, sleepers and trees are loading in too close to you, so it's very noticeable. Almost like you are chasing the graphics.
Performance. All of those things except the sleepers (really, their shadows) can be improved by editing the engine.ini file (Unreal engine initialization commands). But increasing almost any of them brings with it a performance hit, and less capable systems can't handle it.
