I’ve not yet delved into the modern (post 1980) world of traction. :)

Which modern trains/routes have functioning TPWS - is it basically all of them, or just certain trains on certain routes?

The latter, not all routes have functioning TPWS and neither do all the trains

TPWS is not fully implemented in TS2021.
And AFAIK none of the trains have a working TPWS where you have to click on buttons on the console.

What you do get is TPWS grids near signals and entering bay platforms
Some of the terminus platforms have a Grid part way along and if you go above 15mph it will dump the brakes on you
If you go past a Red Signal it will also dump the brakes on you
Most if not all modern routes have this but there is not much Interaction between the drive and equipment

In real life to Pass a Signal at Danger the Driver pushes an override button on the TPWS equipment in the cab
Also in real life you have over speed grids where it will apply the brakes if speeding.
