Ice Set Has No Power After Changing Ends

I have been trying to set up the second cab after changing ends but there is no power. The BIS is on, the pantograph is raised but setting the main circuit breaker does nothing. Why will it not turn on?

 

Reverser to OFF?
Safety systems to OFF

 

It is still in neutral as I changed ends

 

I've tried a second ago. Works OK for me.

PS I don't know the prototypical procedure for this, but this is what I've done:

Reverser to OFF
Throttle to OFF
Brakes to released (questionable - maybe using the parking brake could be more prototypical )
Safety systems to OFF
Lower the pantograph
Change cab

... AFB, lights... all to OFF 'zeroed' the cab

 

Did you turn the reverser to OFF in the first cab before you changed ends?

 

Everything in the rear cab was set to off except the passenger lights, the passenger lights went off when it tripped setting up the other cab
