BNSF licensing, since the Colorado and Southern Railway was owned by the Chicago, Burlington, and Quincy, which became part of BN, and then BNSF, even though the line had been long closed. TL;DR BNSF owns the licensing for the route so it's under the USA only category.
Because there is different branding on the locos depending on where you are located. In the US the content is branded as the Colorado and Southern, which is a BNSF owned assest.... Outside the US the content is branded as the Colorado and Central, when is was joined owned with the Union Pacific until 1893. Eventually the railroad came under ownership of the C&S. To avoid confusing people between the two, its best just to leave this out of the contests.
