It depends on what you get when you download the Scenario
Give us a clue on which Scenario and I, or somebody else, can look at it.

A *.rwp is a Railworks Package file and you use Utilities.exe in your Railworks Folder to install it
If you have not done that before try this -
    or
you can use 7Zip to extract the file OAI - Morning After.rwp which creates a Content folder

Copy the Content folder in to your Railworks folder

    Both methods work

Agree with Peter, I usually do the second method and have no issues doing it that way.

Also check the Readme, it should tell you how to install it on there.

I extrated the file via 7zip but it didn´t creat a content folder... And the "read me" doesn´t exlain on how to install it.

You extract the ZIP file with 7Zip and you get what you posted in your picture
THEN you can extract the OAI - Morning After.rwp with 7Zip and that creates the Content folder
My picture was made after I did that

The Readme does not explain on how to install a RWP because they have been around for the last 11 years
As you are new to TS2021 I included a link to the video to show how to install the RWP file

A readme should have an installation process nonetheless.
Update- having downloaded the scenario it seems like there isn't an installation process, which is odd.

Just follow what Peter has said and you should have no issues.

So, i did manage to copy the content folder to the Railworks folder, but in game the scneario didin´t appear... I try with another scenario from ATS website and it worked, but i didn´t manage to play it, because i didn´t had all the requirements...

Right so the scenario you downloaded, can you check the pathing.

    Should be Content/routes/route number/scenarios/scenario number.

If it's not appearing in game the pathing might be wrong and it's going elsewhere.

The pathing is the one that you mentioned, but i really don´t know what went wrong... But no worries, i usually download scenarios from the workshop and not from ATS website, i only went to ATS website because i find only one or two scenarios for the AP315 in workshop, and because i´m really enjoying the train i was looking for more scenarios. But anyways, now i know how to install scnearios from the ATS website.

The pathing should be eg C:\Program Files(x86)\Steam\steamapps\common\railworks\ and the RWP file will find the rest of the pathing.

    I think you mean C:\Program Files (x86)\Steam\steamapps\common\railworks\

I don't know anyone that has Steam installed directly to their root C drive

Of course all this is assuming that it's installed on the standard nothing changed at Steams initial installation process

Yeah I just didn't want it confusing the issue (btw it's (x86) not (86) )
