Yesterday, I built a new PC and I had left my Steam Library on the HDDs that were on in my previous PC which Steam on my new PC was able to find. I opened up Train Sim World 2 and noticed that my level had been reset back to level 1. Is there a way to restore back to around level 130 as it was previously?

All data is stored in this folder: C:\Users\<username>\Documents\My Games\TrainSimWorld2
You have to back up on your own :(

    Congratulations on your new equipment!
Don't worry, you are not alone :) BR o7

Ah, seems I will have to start again. Oh well, the level is just a novelty in the end. Doesn't affect gameplay.

I take it that you re-installed windows then? Moving that folder to your new install should work though (as long as it's to the same location and with same folder name).

It's a brand new install of Windows on a new drive as my previous was an OEM OS and locked to the hardware of that PC.

You can still try to transfer a copy of your old save folder via physical media, a network hookup or, say, e-mail.
