In theory, yes, in practice, no. The Jubilee line has run full ATO since 2011. Yes, you could date it before then. Also, PEDs pose quite a big hassle for DTG. The only real JL I think could happen is pre-1999 Stanmore-Charing Cross.
There is a station there - the line originally went to Charing Cross with plans to extend along Fleet Street. Plans changed and when the line was extended to Stratford in 1999 the original line to Charing Cross was abandoned as the line was re-routed to Westminster. The station and branch are used for stabling and turning trains back if required. It's also used for filming. Thor 2 and a recent James Bond were shot there.
I suspect it's technically possible - though it needs ultra accurate stopping which I can see causing a lot of player frustration (some will like it but a lot will not based on complaints when TS Classic devs implement precise stopping in scenarios)
