PC Arosa - Lights On Viaduct Even With Not Owning Anniversary Pack

Not sure if this is intended or not - but I don't own the anniversary pack, its not snowy, and the lights were still on the viaduct:

 

This was planned, they said it on the preview stream.

 

I don't think it was. They said the lights should only come on if there is snow present which there obviously isn't in the OP's screenshot.

 

Yes, my mistake. They are meant to be there without the expansion, but should only be on if it’s snowing according to tonight’s stream.

 

What month do you happen to be playing in? Perhaps this is always present in December and January, with or without snow.

 

not sure on the month, this was R1421 on journey mode.

as above though I’m surprised to have it at all as I haven’t purchased the anniversary livery pack

 

Should appear during december? Not necessarily with snow. That was my understanding.

Confirmed with standard arosa, no expansion.

 

I just played one of the Christmas Services which there are 2 lines I played the one going down the hill. I didn't see any holiday lights tree's etc I own all the DLC for this line ? It was pitch dark. Any one know if this is a technical issue or am I doing something wrong?
