Those are the top two because their are the most popular, as in currently played the most, also those are the subject of the expansion pack. I don't really understand what do you mean by "carrying that fairness to the next route" that would just result in OP's list which is in popularity order.

 

You can have the most popular route and be the oldest route at the same time. imo the order of when the routes were released should take priority of popularity but that is just my opinion I doubt DTG will listen to me. I do think this whole exercise is a stall for time, has DTG asked for release date help in the past?
