So on steam it says 9.99 for the TGV add on. Click on it and it's £12.49...then below it says high speed bundle. 3 routes..£9.36 but I can only purchase as a gift? Clicked on it and it tried to buy it for £9.36.. But I can't buy it because I already own southern high speed....
Shows as £12.49 for me for the LGV Medditerranee add-on so that will be the correct price. And yes, you can't buy a bundle if you already have 1 or more of the items in it.

Yep, again a badly written code item. What you CAN try is purchasing it anyway and use the gift code to apply to your own account... If it STILL won't let you I would advise speaking to Steam support as they're the ones who are messing you up here
That is not correct. I did that multiple times in the past, and it worked. You get a warning that you don’t get a second copy, but you can still purchase it. Try restarting steam, I had a couple issues lately, you should be able to buy it for yourself.
I did try it myself just to check that point as I have been able to proceed in the past, but steam wouldn't go past the warning point and let you buy it anyway. Presumably they've had some fun with people buying multiples by mistake which can cause issues
