I thought it would be a good idea to introduce a rush hour loco dlc pack were two new locomotives per rush hour route would be added with three new scenarios per route. London Commuter: Class 700 and Class 455. The class 700 and 455 are the main requested locos for London Commuter and adding them would make the route feel more alive and I think there are slots for the class 700 in the timetable for London Commuter allowing players to finally stop their trains at Balcombe, Earlswood and Salfords. Plus the class 700 can also be layered onto SEHS. The class 455 could simply sub in the class 377 for local services on the slow lines. Nahverkehr Dresden: ICE-T and BR 120 with updated IC coaches along with cab car. The ICE-T is the actual ICE rolling stock used instead of the BR 406 and would also allow the possibility to be layered on other routes that use them. The BR 120 means another German locomotive for TSW2 and the cab car which is not included in the BR 101 DLC for HRR could use the assets from the BR 101 dlc and the cab car coupled with the BR 101 could also make it possible to have BR 101 layers on Haupstrecke Munich - Augsburg. Boston Sprinter: Acela Express and a new MBTA locomotive. The Acela Express could add some extra services while the new MBTA locomotive which resembles the MP36PH-3C used in the Baby Bullet dlc for Peninsula Corridor.
I would without doubt buy the 700 for London Commuter, the ICE-T for Nahverkehr Dresden and the Acela Express for Boston Sprinter - even if they were not bundled and sold as individual DLC only.
Locomotive you are looking for is HSP-46. I would try probably doing this as Next Generation Rush Hour Class 700 Class 171 BML DB BR146.0 or DB BR145 & ICE-T Nahverkehr Dresden NEC Boston-Providence Avelia Liberty with HSP-46
All these locos would be great, but as one dlc it would cost about £75! It would need to be multiple DLCs
If you take a look at the New Journeys Expansion pack that has already been released you will notice that it comes with zero new trains. It has new liveries and new gameplay for existing TSW trains. That’s the kind of expansion pack DTG do, not thIs.

The bilevel coaches I'm not too sure as most of the stations in the TSW2 implementation of Boston Sprinter are low level and I don't know if they have trap doors like the single level carriages do.
With the loco they need to add more details to the station then, tbf its their own fault to not detail it. But ofc not sure it if its possible due lack of memory
