"seam" Across Screen Causing Lower Half To Look Offset

Recently, a horizontal "seam" seems to have appeared on the middle of the screen. It appears in-game only. Everything below the "seam" is offset, making the scene appear odd.

Has anyone ever encountered this? What can be done to fix it?

I have already verified my installation. Since this only affects TSW2, I'm assuming it's localized to the game itself.
