The class 11 is a Class 08/09 with a few differences, if not none at all. The class 11 is a honorable mention for the WSR. The class 11 runs on mainly the watercress line in Hampshire, UK. But it would be a nice addition for the WSR. Although the number makes it sound like a Class 12, but actually is a Class 11. The 11's top speed is 20 mph (32 kmh). 12082. Honestly I wouldn't see the point of adding this as we already have the very similar looking 08s and 09s in game. Personally I think a class 14 would be more appropriate for the WSR considering it's in the South West.
Yes a Class 14 Teddy Bear or Class 17 Clayton would be far more interesting an enjoyable than another variation on the "Gronk". Or go smaller, something like an 03 or 04 Class shunter but it would need an industrial complex or route to get the best out of it.
