The rush hour dlcs are missing from my collection and they’re not appearing on the PlayStation store.
That's because they haven't been released yet for TSW3 due to a limitation Sony placed on DTG at the last minute. TSW compatible DLCs will be released weekly for the next 2-3 weeks.

If you're on PlayStation 4 there's an update that's causing an issue for all games that's not showing all DLC. You can find a thread stickied on these forms. What you can try doing is downloading the PlayStation app on your phone as it looks like the DLCs are showing up there. If this is in regards to tsw3 then the above applies, and you'll have to wait until those are released to play them on tsw3, you can however download the TSW2 routes that you own and play them on tsw2 until the rest of the routes release for a train Sim world 3.
