Do you have all the dlc? If you have too much dlc, then you reached the 64gb dlc limit. Another explanation, if you are under the limit, is to check it is actually installed. I think it's under manage content or something. I'm not sure where exactly since I don't play on playstation.
Delete a route or 2 or 3 its because of the 64gb memory limit. Fix should be on the way (add ons manager)
