The brakes are actually fully charged, from a previous step in the tutorial. I followed the advice on a different thread and managed to get this done eventually. When you get the second "Wait for brake system to charge" message, try to play with the controls in the cabin. Most of them will be inert, i.e. you cannot interact with them, but some are still working. I'm pretty sure the reverser was one of them. Just make sure you don't leave the seat, as it is impossible to sit back down, and then you have to restart. If you're successful, you will hear the sound the tutorial makes when a step is completed, and the scenario will resume.

Sorry. If I remember correctly, interaction with mouse is not possible, but the keys work. Did you try to change the Reverser with W or S? Also, try the brakes buttons. I don't know what worked for me, but something does eventually, and you can complete the scenario. Good luck!

Glad it worked for you. But the shame is on DTG, not on you. I don´t have TSW3, but I can see they have ported this bug over from TSW2 to the "new" game. Bloody amateurs!
