As title says. Getting to it is a bit roundabout - you need to find the class 313 EMU in a different scenario (I can do it by clicking London Commuter -> Class 313 -> selecting the east coast option on the right). I was able to complete (and gold) 5B88 Lovers Walk to Selhurt Depot Part 1 without actually owning the east coast route.
Three things: 1) That service isn't part of the East Coastway, it is on London Commuter. 2) Interesting that the Class 313 layers activated without East Coastway 3) Why did you knowingly buy the Class 313 without East Coastway?
I bought it because I decided when I first purchased the game during the christmas sale that I would buy things as they went on sale for 60% off or more. The 313 EMU happened to do so, and I didn't especially pay attention to what route it was tied to.
Indeed, I created the scenario pretty much completely by accident. Steam didn't stop me from buying it, so I assumed I had the other prerequisites I needed. Less people immediately get the username these days, but some still do - Rowan Atkinson's Mr. Bean was one of my favorite things to watch on TV as a kid.
