I bought the route for pc, but it appears to lack driver training scenarios or am I missing something?

You're missing something. Head over to the training centre or look at the first chapter of the journey mode and you should see it.

Training centre is empty, I will verify my install and check again, I also didn't get the customary route introduction on loading up after installing the route.

I think the training is attached to the 385 rather than the route. If you go via the train depot menu or journey menu, you should find the 385 tutorial.

The route itself doesn’t have an introduction tutorial.

385 training in training centre (training, class 385 - class 385 introduction) is the same as on Journey mode but there isn't a specific route intro that I know of.

I think DTG phased these out to stop the whole "look up, look down..." thing which people didn't want to have to do every time they bought a new route

They still do route introductions but they cut all of the repetitive stuff like looking around out. Now it’s just a brief explanation of the route, pick up a collectible, get on the train and listen to a little bit of historical trivia before you go off playing.
