No Trains, Routes Or Anything After Downloading The Game

So I downloaded the game and went through tutorial, and after it I only have 1 train and no routes so I cant really play the game. Im on PC, steam. Anyone knows why?

 

Check files and check the DLC tab in Steam if all the DLC you own or delivered with the base game are installed or not.

 

I just bought the base game for 14euro, in the DLC tab on steam there aren't any DLCs or addons showed :<

 

Ah, now I see, its a upgrade pack, nevermind :PPP
