I think this could be a really good add on and inject some colour into TSW3. You certainly wouldnt miss it passing you on the line would you? The base HST model would need some tweaks adding the camera equipment etc. But Im sure it will be a popular pack with multiple routes being able to get layered in.
It's a reliveried, slightly remodelled HST that can in theory be dropped into almost any UK route and given a timetable service where it runs the route from end to end, ostensibly doing its measurements, as well as scenarios where, for example, it finds track faults. The interior is probably the most work as it likely has a bunch of additional gubbins to model, but once done it could be set up to work like the RHTT, where you activate in this case stuff like the lasers before setting off.
