Just a guess but probably something along the lines of it makes the pantograph easier to see for general inspection should it need to happen at night. or just if the driver needs to see the pantograph position at night should something be up type thing.
Most new build stock is fitted with Monitoring kit, so there is a camera pointed at the panto filming it, the footage can then be passed to Network Rail if requested. Lights are on anything since the 379s
