So i was playing crewe to liverpool in free roam and went to Downhill yard, then spawning in the 8f (SOS version as well as the tsw4 training), jublie and flying scotsman down so i can have some fun shunting with the MK1s. i deleted the steam locomotives and spawned in a 37 from cornwall local. I tried coupling with one of the MK1s set and for some reason it wasnt moving whatsoever. i had released the brakes but no matter what i tried it was just not working. i tried swapping the loco to a class 47 from nortnern transpennie and tried to move the MK1 for some reason i couldnt even move the locomotive itself, so i swapped to a class 45 from the same DLC. it moved for sure but when i tried coupling up to the MK1s it just refused to move.

Are the brakes just locked on in free roam? might this be a bug or am i doing something wrong?

You need to switch the diesel's brakes to vacuum. There is a switch on the back panel of the cabs in number 1 end I believe, though it may be cab 2.

I am not sure, perhaps use the 'I'm stuck' button in the menu and go from the beginning. Also when you release the brakes give them a bit of time to charge before changing anything.
