Xbox Still Can't Reinstall Cajon Pass Or German High Speed

Cajon Pass is still missing from my old collection so I can't reinstall it and German High speed is telling me to pay again even though I have it.
Is anybody else still having this problem and is there a way to work around it?

How did you acquire Cajon Pass and (I assume) Kassel-Wurzburg?
Did you maybe play TSW3 on GamePass?

 

No I bought the package.I have got Southeastern High-speed but not the other two tsw3 launch dlcs

If you were able to install SEHS in TSW4, that means you either owned it from TSW2, or maybe you purchased it as part of a bundle.

 

Yes it looks like I had TSW 3 on Gamepass so have to purchase the routes again.Already rebought Cajon Pass...now saving the pennies for German high speed
