watching the roadmap stream, Alex said they're looking into making mods built for TSW3 eventually usable on TSW4 (after that one patch issue occured) again... does that basically mean that mods such as the ICE 1 Enhancement Pack will work again then?

From the full November roadmap post:
"Additionally, whilst we don’t actively support PC mods
    Code:
    lol
, we also understand how important they are to some of you and your gameplay experiences. Our latest patch was intended to improve the modding ability on TSW4, however it ended up affecting other core mods instead, so we reverted this change shortly after we rolled it out. We will be revisiting this improvement in future, and as an action we have gathered a series of unofficial mods that we will use in our testing process for new updates to understand more of the impact that our changes may have on popular community mods.
    Code:
that's why you should always try to make your code backwards compatible and NEVER introduce breaking changes without keeping compatibility support temporarily for legacy/previous versions
    "

I think they may remove the old way of how mods were loaded into the game, and instead introduce an official mod loader for TSW so that mods are actually loaded in a controlled fashion the way DTG wants and available in-game with full support for all Editor created content

I wouldn't hate that. It works really well for American/Euro Truck Simulator

Indeed. The same could be done for TSW, just requiring the modders to add a mod manifest file containing version strings and a description.

Load order in TSW is alphanumeric depending on the filename.
