I’m assuming TSW4 does not allow modified DLC content since i have not been able to get anything to work but will DTG allow this in the near future? Or is there some work around I am unaware of?
I don't understand your question, do you mean mods? Or do you mean actual modifications of the original game files? Sharing modified game content?
modifying game content is not possible as far as I know. the only thing that comes close to it is, well, mods.

There are mods which obviously modify the content in some way. Sound mods modify sounds, signal visual mods modify signals, etc. If you're trying to use a tsw3 mod in 4, it's not going to work. You have to use a tsw4 exclusive mod
This is what a mod does - modifying game content. Mods like GodMode are only adding stuff, others modify existing game files. TSW4 doesn't allow replacing everything though, it restricts which files can be modded.
It's tolerated but not actively supported, all TSW 3 & 2 mods do not work with TSW 4, with some very rare exceptions, but it's close to 0. TSW 4 messed up a lot - if not everything - about modding knowledge, experience and support as it seems. Starting from the bottom again I guess. It wouldn't be such a huge issue if DTG would actually provide support for the Editor, because right now, nearly everything is left in the dark for people to figure it out themselves, IF there wasn't the issue of being unable to create shareable content at all. Really? Do you actually mean the Pak content? Wasn't that unrestricted (almost) in previous TSW releases? Or the engine content? You are able to patch the core executable though if you are really freaky - Trainsim CZ/Muff made a SPAD patcher for TSW 3 and 4.
It's a legend that mods no longer work in TSW 4, UI colors in action. There is also no verification in the TSW 4 files, the slower loading problem is another reason that is easy to identify, the developer made a mistake in his compilations, it is even possible to leave it in Fast and Furious mode.

Then please mod the MML Mastery tile in without the world disappearing. (Not by modding/hex editing the original paks of course, which can't be distributed as a mod.) You just can't like you could in TSW3, and need to find workarounds. That's the point. Talking about AssetRegistry. If you need to reverse engineer or disassemble parts of the code, which is considered illegal, then there's something wrong or not wanted.
