I have the problem that the n-wagen control car "LFR Bnrdzf 463.0" is missing in the menu. I wanted to use it because I had an repaint for it. The control car from BRO is being displayed two times in the menu.
It might be that the one from BRO overwrites the one from LFR, you could try disabling BRO temporarily and see if it appears. If it does you could create the formation and then re-enable BRO again
Thx for the thought, it worked! But the problem came back as I had BRO installed again. Nonetheless my selfmade creation still exists with the right control car. So I am happy for now
