There's nothing the modding community can do in that respect. Only DTG can convince Sony and Microsoft to allow mods. We're doing our stuff for free and release it for everyone - it's not us that don't want to support consoles - we just cannot.

And how about the responsibilty for necessary updates? A PC user may be aware he has to download a new version after an update. Who's responsible for pushing updates to consoles? Modders are doing it for free, and can't be obliged to do anything.

I absolutely don't see that coming. Mods would then have to be approved by DTG - which is work they don't really have a financial gain from. And the person who does the mod knows best what exactly it affects, DTG would have to make endless tests to guarantee to Sony or MS that the mod wouldn't harm their reputation in case something goes wrong.

The more realistic way would be that Sony and MS offered a Mod hub or something like that, but then I doubt there's big interest in doing so - the complications that can arise outweigh the benefit for the companies and their tech support.

It works on PC simply because it's not a centralised "content-guarded" system like consoles are. We can download what we want from wherever we want, and so the supply of free mods and addons is growing naturally. It doesn't need negotiations or contracts with companies - most modders just want to be creative and just share their work to the community without having to deal with legal bs.

So that's my opinion why you can't expect the PC community to push this sort of thing. Workload needs to be shared - we're fixing/creating stuff for free. The administrative stuff like the network and platforms to share must be done by others. It's an unpaid hobby after all, and if I had to put in effort to convince somebody to spread my work, I'd soon lose interest.

And the most realistic view is to base the decision what platform you're preferring on what that platform can deliver and what it can't. You pay less for a console, so expect less.

A PC is just a console that also does spreadsheets. I think.

DTG have to allow a place for them to work on the game, the only thing that concerns Microsoft and Sony is how that works, they don’t implement mods for DTG.

for the updates part, if the mod owner wants to update that’s up to them or not.

Mods are something to be used at people’s own risk, may sound unbelievable that can happen on console but that’s exactly how they work on other games on console with them (Fallout 4/Skyrim to name 2) i have signed agreements to that myself when using them.

Modders would be free or not to share they’re stuff to a potential DTG sharing place, that’s up to them if they want to upload or not.

they’re not impossible they’ve been done for a long time on console just not very many games have done it yet.

console prices are nothing to do with mods, the price difference between a PC and a Console isn’t related to the ability of mod compatibility, if it was PC would be down cause they are already on console.

Giants software managed it for farming. the thing is that consoles do need licensing, something PC has less issues with for farming mods for example. but they also have their own modhub. I'd say there definetely is a good possibility to get editor projects to consoles too. but that needs the editor to get out of it's beta stage. and a definete rework and long overdue start from scrach of the creators club system

The only thing that console exclusive is something for creating a timetable builder in the game, as pc users have the editor (pc exclusive) wich they can make a timetable, but a route/loco/Gameplay packs is a big no

To put it simple, several platforms much smaller than DTG have already managed to make modding on consoles possible. It's not impossible as long as the mods don't majorly change something up, but even then, it can be possible.

As far as a centralized place, well it can be done. I'd say in some regards its much simpler because you don't have to hop from website to website to find a specific mod.
When it comes to licensing, depends on what you're trying to make. Obviously you can't just upload a fully developed made ICE 4 on there(maybe). But there's definitely ways to get around it such as changing around the name and giving it a default livery without the name being BR 412.

So.. yeah, you don't have to break the bank to mod, it just depends on what the devs do for the game. :)
