Have you changed your train brakes from 'Passenger-Air' to 'Passenger-Vacuum' using the switch behind you in the Peak's cab?
As David said, did you change the brakes to Pas Vac? If you have done this and it still won't work, make sure that the train's brakes are fully released (hold the train with the loco brake) knock the reverser to off and then back on again.
Yep did all that. All brakes released as well, and nothing. However I think it's a glitch with free roam more than the Formation editor as I spawned a 483 on the Isle of Wight and that wouldn't take power either.

Yeah it seems wide spread. The last update seems to have caused numerous issues with spawning and/or taking power
