Similar on NTP too, there is an 08 shunter coupled to some MK2 carriages in the sidings at Huddersfield but there are passengers inside the carriages, really does spoil it somewhat.
In TS 201X, You have two versions of the coach cars, one with passengers and one without. If you are using a version with passengers on your consist, you can not change to a version without in the scenario. That being said, if you are populating sidings and yards, you should select the version without passengers. If TSW is the same, it is an over sight.
They should redo the whole "Passenger" system. They are still not good in path finding in many situations and other things.
Service mode means that coaches will be both used and empty throughout their life cycle on the day - so using fixed static empty stock isn't often viable. The game is supposed to support an "unload all" command at a station which should empty it but unfortunately it's got a few niggling issues that mean it's not used at the moment. We're aware, and it's on a list along with a number of related issues to get looked at when we can. Matt.

Are there plans to completely rework the passenger AI? There are numerous issues related to them since GWE release like this one (what made it always pointless to have the doors open for 1-2min because passengers only use the first 10sec to enter the train), them getting stuck between each other, them standing on the tracks and so on... One of the main marketing points about TSW is about "feeling the detail" but passengers having this many issues definitly ruins the immersion for me.
Can confirm. I actually got a jumpscare out of TSW once, when it was late in a snowy winter night in the Tees Valley, I explored some yard and found a couple of parked 101s. Opened the door, climbed into the pitch black inside, turned on the flashlight sou could see and... HOLY F... WHA... oh... it's full with people... it's freaking FULL!
Not completely true. In TSxx you have may coaches you can drive without passengers. It is an option in the scenario editor. You even can mix them. I think you can do the same in TSW, but I think scenarios and services are created in a very sloppy way, with too little attention to this type of details. As Matt states, it is bugged in TSW at the moment. Sad to hear ... Hope this can be solved soon.
Just wanted to mention the suicidal pedestrians in RT between the two Dessau stations. They cross tracks everytime without watching or rethinking when I blow the horn ;-) Every time.

Heres another one for the weirdness of passangers,there are 2 passanger platforms in MSB that are in the unelectified section of track,where without a desiel theres no way to get a passenger train to them.
