Well there will be a new route aswell launching the same day as the update. Quoting from the article :
They said already that they want to bring Steam to TSW one day, but i wouldnt expect it anytime soon. They still have some work to do to make their Simugraph Simulation Engine Steam ready, aswell as working on certain aspects of the game like exhaust. So yes in the future there will probably be a Steam Loco + Route for TSW on all platforms, but it might still takes some time until we see one.

Your game will receive the normal 2020 update and you still will have access to the GP40-2 that was in the deluxe edition when you bought it. Simple as that, 2020 is just an update for everyone that already owns the game.

GP40-2 is standalone for PC only because it is related to CSX Heavy Haul route (also PC only product). Does the GP40-2 have the tutorial and scenarios on PS4/XBOX? I suppose NOT so it will take a while, they need to create tutorial, scenarios, (maybe some services) for NEC and the physics of loco need to be updated. Than the GP40-2 will be sold as standalone DLC. As example, I have BR182, but without Rapid Transit route a can't use it on RSN/MSB (game don't recognise this loco add-on). Loking forward to TSW2020 if such partial use (service substitution) without Original route for Loco add-on will be supported or not.
As far as i remember there isnt a Tutorial for the GP40-2 but it can be used in Services for the GP38-2. It has no Scenarios. It just can be used in Service Mode on NEC for the 38, its a little "gimmick" they included in the Deluxe Edition when the game initially launched for Consoles.
