Xbox Series X Cajon Pass Not Layering Into San Bernardino Route

Hello everyone,
I can't see any freight locos from cajon pass in timetable mode of the new San Bernardino route, I am aware that other dlcs are not yet compatible but since I got the deluxe edition I figured the cajon pass layer should be playable. So I don't know if there is anything wrong or if the layers just don't work yet.

 

Which Xbox exactly? If you're running 8th generation, you won't have any cargo layers for performance reasons.

 

I'm on Series S so there should be cargo layers as it is gen 9.

 

I know that some games release different versions for 8th gen, so is it the case here that I downloaded the wrong version of the game?
