The first rule of beta team, is that no-one talks about beta team. If you have to openly tout then probably unlikely you are going to be invited. The last thing DTG would consider is people who basically just see beta testing as getting early access or free software and after the incident around TSW5 and he leaks they are no doubt even more cautious who they let in. And having had some experience of beta testing on other titles (not TSW) it's not all it's cracked up to be. You almost certainly won't be given free rein to do what you want, but more likely given a specific task which requires doing the same thing over and over - until you're sick of the sight of it.
Exact beta-team hiring procedures aside, I think that for testing new content, you have to be a subject-matter expert or at least demonstrate some real-world knowledge of the stuff that's supposed to be tested. If you just want to get in with no prior knowledge and judge if the content is fun to play then I would say that the chance of getting accepted is pretty low. So, are you a train driver, vehicle maintenance technician, track maintenance technician or security equipment technician working for a specific railway? It's probably a good idea to say that.
You should at least be known in here. Beta participation means a company must trust you to give you access to classified data. They will let you know if they need you, but spend a few years on the forums first.
