Maybe you do not have the dependencies? Contact Train Motion, I doubt anyone can help you here as apparently no one owns this (pricey) route. From the screenshot I'd say they just have not delivered/implemented the winter textures.
It kinda looks like winter trees, but I couldn't say, it could be spring. Overall, I would almost bet it's spring. When you start a scenario / quick drive, it may say Snowy for weather, but what actually makes things look white is Winter for season. You can totally have rain or sunshine in winter and also snow in summer. What I find suspicious is that the trackbed isn't snowy either. If the season is winter, then as Spikee says, you must be missing a lot of textures.
Or the ground textures are defined as [00]texturename in the Geo, [00] meaning only one texture used for all seasons. [08] means use a *_wi.TgPcDx in winter. [0C] is different textures for Summer, Autumn and Winter, and finally [0D] different textures for each season (texture, texture_au, texture_sp and texture_wi). But it's all speculation without having the route myself - but, there's no sign of missing textures here. I've been reading their website a bit, it seems they're nice guys and I would definitely contact them for your issues. But for me, €45 is a bit too much (though I cannot judge, it seems to include some interesting self-developed stock too). I'm definitely interested in discovering Romania, I already love it in ETS2/PromodsEurope. As I have saved a lot of cash due to adding a bunch of fine freeware routes, I might take the plunge though.
Take the screenshot with the in game camera, little camera Icon next to the HUD rather than your phone. The Picture saves to your computer then upload it the same way you did with the phone shot Do a Quick Drive and pick Winter and Snow during Daylight. This is @ 10.30

Your second screenshot clearly shows some winter assets. Then it is as Spikee explained, the rest is missing, for one reason or another. The game is perfectly able to show winter assets so it's a content error. While there are some people playing such content on these English speaking forums, you will sooner find help where you obtained the packs. Not to shoo you away! You can probably find some pointers about asset building (like the above note about marking assets as seasonal) if you ask and look, and of course showcasing magnificent stuff with screenshots is welcome.
Which Snow settings have you tried? As you know you not only set Winter for the season but also the Weather Conditions This is the same route as your picture - M700 route at Ploisti Vest.

I'm impressed that they've managed to make good looking mountains in TS. The route looks top-notch. They also make some very nice looking first generation Doppelstock coaches... But the full pack is 50 Euros...
