I'd say it's the camera mode when pressing '8' Peter, which as far as I'm aware we can't alter the "distance from train" we can move to.
When i go into outside the train camera mode or the run by mode i click on the globe on hud screen and with the direction keys i can move camera anywhere ahead to side etc to get photos .
Ah, ok. Do you remember a problem with the Riviera Line where you were limited as to how far you could move away from the train?
Okay, train stationary, if I jump out of the cab clicking on the "Free Camera" Globe icon on the HUD, use the shift+up-arrow key to go forward, I can get approximately 1.5 miles down the track and then the camera stops, won't go any further until I move the train forward, then the camera moves incrementally. Can this be changed?
The limit is intentional. There may be a way to change it, but we would need someone with really good knowledge of how to do it.
Not possible. The limit is around the player service at the border of where tile unloading would be required. I think it's enough, as the main purpose is to fly around for taking screenshots.
Train Sim World allows you to go as far as you want (as does TS when you have no selected train) but whenever you warp back to your train from seemingly anything over a few hundred metres, the game goes to a loading screen. Hypothetically something like that could work in TS, but the loading screens are quite annoying and there have been few instances in my experience where going as far as you want is beneficial.
It cannot be changed. Question is, why do you want to do it. If you want to switch in a free roam to any other train, there is a command for that. (Not sure but there is a thread about command line params.) If you want to explore, you can create / start a free roam scenario but not pick a train. It also works with standard / career scenarios as long as there is no player train defined (Railfan is a special ghost train). So you can totally automate a network, jump to a random place and just observe. I find that the player train starts to behave erratically when far from the camera. To be completely fair stuff even happens with long trains if you cycle through the cabs. I won't go into details because it's arcane, but a fun notion: it affects physics and thus your train behaviour will change on curved track compared to straight. (TSC was never designed for long trains.)

Yes I think it even works within standard scenarios - though it's most useful (indeed required) in your freeroams.
The question asked was how to change the limitation from a train in Free Roam you could go in the map. Not much AI in Free Roam for that command to follow
