Hi so i'm on PS5, and own all UK DLC available. however on the ECML route, when i go to layers it says i cannot select any of the "Doncaster Static FKA" layers, which are for various months, and says needs Southeastern Highspeed, Great Western Express and Midland Mainline. is there a reason for this? I have all possible DLC however there are over 10 layers (all Doncaster Static FKA but during various months) that say i do not own and cannot select. are these disabled for some reason? I'm just curious as ECML is my home route and want to ensure i experience the fullest possible timetable thanks!
I'm sure I saw a report of this before, but this is common to all platforms. You aren't missing out on the full experience, ECML layers are just set up this way (this route was released before the layer selector was created). I notice that a lot of the layers have the same name. Perhaps that has something to do with it.

When you leave Donny, do the wagons appear there, even if it says that you don't own them? I must admit I haven't fiddled with the layers setting, but do have the wagons appearing in the various sidings which surround the mainline along that section.
I have the CLA and CLP packs and it shows the same for me on PS5. Like aeronautic237 suggested, I also think all the available layers are there and it is just a glitch in the user interface.
That is difficult to say, as the layer selector on ECML is a complete train wreck. Even if you have all content, there will be grey entries. Does not make sense but that is the way it is. From the description, I would say that you need FKA wagons, i.e. container flats. Those are included in ECML itself and therefore should be present. Midland Main Line does not include them as far as I know.
