Vol 1 & 2 (Petroleum & Aggregates) are already released, they contain the VTG TEA Oil Tank Wagon & the VTG HOA Hopper Wagon individually, as for Vol 3 & 4 (the new one’s unreleased), 3 is due within approximately 3 months, 4 currently has no date, according to the latest roadmap.
New locos is out of scope. These are gameplay packs meant to provide gameplay at a lower price. They can't make a new loco as that requires much more budget, time and is much more complicated plus requiring access and licensing and all sorts of things
