Yes, the oldest set of heavy gondolas and (open) hoppers have too little sideways stiffness. And their copies.
(Spikee said zero iirc, or missing setting.)
It's the same as coupler stretching. Old stuff is almost as flexible as bubble gum.
It only shows while loaded, for some reason.

You can observe this when passing this stock through switches. That's the semi-normal part.
The weird part is that TSC has some force build-up, there are several of them in fact (such as the driver head position shifting throughout the scenario). I suppose these wagons are initially supposed to tilt a tiny little for fun factor, to avoid an artificially perfect look, but with the zero (and increasing) force multipliers they eventually tilt. Normally I had this after an hour of activity (shunting or travelling) on free roams, scenarios don't usually involve coupling to consists after so much time.

By the way, these gondolas also have nonzero drag, so they can totally propel a train. Or hold. A lot of Soldier Summit scenarios make good use of it.

It adds a bit of realism to me, broken spring leaf? As long as it doesn't derail does it matter?

I think it seems to happen on a few US routes - had it happen to me on Clinchfield.
