With the amount of times you have suggested Israeli trains.. you might as well just start learning how to use the PC Editor and make it yourself. It's very clear you're passionate about it, so it could be your opportunity to bring it to TSW. however, with the obvious state of the world which I will not mention much of, it is guaranteed that DTG will not be able to visit nor recreate Israel inside of TSW for a very long time.
No, what you need is to sit down and take the initiative to go and look for tutorials on using the editor. It's a big commitment to a lot of work, and it's probably going to be fairly frustrating at times, since it's a fairly daunting prospect going in with no prior experience. But there are a bunch of resources available on this very forum, go and read them. Learn what you need. Once you have specific questions, ask. The people with the knowledge of these tools will be around to answer where and when they can.

My help unfortunately won't do much. I myself, am currently busy learning Blender and Unreal Engine Development. It's been awhile, mostly listening to professionals and watching tutorials. What I can guarantee, is that it's worth the time to invest into. You will learn skills that'll be incredibly useful in the future.
