The layout of the Settings menu worked well back in TSW2 and even 3 when it was a lot sparser, but since then all of the new TSW4/5 additions have made it increasingly unintuitive and downright frustrating.
Some of the changes I think would be beneficial:
    • Motion blur, fog, motion sway, suspension model and possibly also arcing effects should all be moved from the various different locations into one, new, intuitive "In-game Effects" page
    • HUD & Gameplay is now such a long list that it should be either split or given sub-categories (e.g. HUD modules, measurement units, helpers (steam firing, display magnifier, conductor control guide))
    • HUD Type options should belong in HUD & Gameplay to begin with instead of accessibility (honestly this one is just hilarious to me with how obvious it feels)
    • Options that come from earlier versions like Disable Junction Derail would now fit better in the new Player Assist tab
    • Go through and bring all the tooltips up to the standard of newly added options, as most older ones have no description at all

I'm sure new players struggle to no end and even I've been playing since the original TSW and can't find what I want half the time!
You could perhaps make an argument for keeping old options in the same places they always have been, but in my opinion it would benefit players far more to completely overhaul it in a way that actually makes logical sense. Hopefully this is something DTG can consider doing, it's a reasonably small QOL change that I think would make a massive difference to the UX. :)

Agreed 100%, all very sensible suggestions. I find it bizarre that some settings for the HUD don't come under 'HUD & Gameplay'.
